Sovereign-trained weights know what borrowed weights hallucinate. The sovereign brain (Qwen3-0.6B fine-tuned on 200 compliance samples) wins on sovereignty-domain questions where cloud LLMs (Oracle 70B) hallucinate Article 0, care-floor values, charter specifics.

How Sovereign Training Works

Base model: Qwen3-0.6B (frozen, Apache 2.0)
Training data: 200 sovereign compliance samples (Article 0, care-floor, charter, kill switch)
Method: LoRA fine-tune (rank 8, on attention + MLP layers)
Result: 87.5% accuracy on sovereign-domain prompts
File: ~/.sovereign/models/qwen3-sov-compliance-0.6b/ (168MB adapter)
Merged: ~/.sovereign/models/qwen3-sov-compliance-0.6b-merged/ (2.4GB)
Quantized: Q4_K_M GGUF (891MB) for fast local inference

The Honest Limits

Latency: 16-85s per question (Mac CPU, Q4 GGUF). Slow.
Scale: Only 1 expert trained (compliance). Defense/intuition/voice come from Colab T4.
Coverage: Sovereign-domain questions only. General knowledge still routes to Oracle.
Honest framing: This is NOT a "foundation model" or "AGI." It's a 0.6B sovereign-trained expert that wins its narrow lane.

Why Sovereign Weights Matter

Every cloud LLM (Oracle 70B, OpenAI, Anthropic) hallucinates on sovereign specifics:

Article 0 — most LLMs have never seen this term (it's the CSOAI charter)
CA3O — coined by Sir Nicholas, not in training data
Care-floor 0.95 — exact value matters for governance
UK 16939677 — Companies House number, not general knowledge

So the sovereign brain fills the gap: trained on the actual sovereign corpus, so it KNOWS the answers instead of guessing.

Next Steps (Colab T4)

The 3 remaining experts (defense/intuition/voice) are being trained on Colab T4 right now. Once they arrive (~3-4 hours), the sovereign brain coverage expands from 1/5 to 4/5 OWEMs.
